Ingredients
  

Cupcake Batter

  • 1 1/2 cups all-purpose flour
  • 1 cup granulated sugar
  • 1/2 cup unsweetened cocoa powder
  • 1 tsp baking soda
  • 1/2 tsp salt
  • 1/2 cup vegetable oil
  • 1 cup water
  • 1 tbsp white vinegar
  • 1 tsp vanilla extract

Decoration

  • 12 Oreo cookies
  • 12 Hershey's Kisses
  • 1/2 cup orange or black frosting
  • 1/4 cup green or purple sprinkles

Instructions
 

  • Preheat the oven to 350°F and line a 12-cup muffin tin with cupcake liners.
  • In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking soda, and salt until fully combined.
  • Add the vegetable oil, water, vinegar, and vanilla extract to the dry ingredients, and whisk until the batter is smooth and free of lumps.
  • Pour the batter evenly into the prepared cupcake liners, filling each about 2/3 full. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean. Let the cupcakes cool completely on a wire rack.
  • Spread a small dollop of orange or black frosting on top of each cooled cupcake and place an Oreo cookie gently on top, pressing slightly to secure it.
  • Place a Hershey's Kiss on top of each Oreo cookie, using a small amount of frosting to help it adhere if needed.
  • Sprinkle green or purple sprinkles around the base of the Hershey's Kiss to create a decorative band for the witch hat.

Notes

Let the cupcakes cool completely before decorating to prevent the frosting from melting.
